The Coordination Council for Youth Affairs in the Scientific and Educational Spheres was formed by a decision of the Presidium of the Council under the President of the Russian Federation for Science, Education and Technology in February 2007.

The first composition of the Coordination Council included 38 young scientists from scientific centers and educational organizations higher education from all over Russia. The chairman of the council was the laureate of the State Prize of the Russian Federation, professor, doctor of historical sciences, chief researcher at the Institute of Archeology and Ethnography of the Siberian Branch of the Russian Academy of Sciences Natalya Polosmak.

From May 2009 to October 2011, the Coordination Council was headed by the Deputy Academician-Secretary of the Department of Historical and Philological Sciences of the Russian Academy of Sciences, Candidate of Historical Sciences Andrei Petrov, from October 2011 to July 2015 - Vice-Rector of Voronezh State University, Doctor of Biological Sciences, Professor Vasily Popov, and from July 2015 to June 2017 - Director of the Institute of World Economy and International Relations named after E.M. Primakov of the Russian Academy of Sciences, Doctor political sciences Fyodor Voitolovsky.

Since 2017, the Coordination Council has been headed by acting. Head of the synchrotron-neutron research complex of the National Research Center "Kurchatov Institute", Candidate of Physical and Mathematical Sciences Nikita Marchenkov. Currently, the Coordination Council includes 55 young scientists.

The Coordination Council for Youth Affairs in the Scientific and Educational Spheres is an advisory body of the Council under the President of the Russian Federation on Science and Education, formed to ensure interaction of the Council on Science and Education with public youth associations and organizations when considering issues related to the development of science and education.

The main tasks of the Coordination Council are:

• coordination of the activities of public associations and organizations of young scientists, teachers, graduate students and students when developing proposals from the scientific and educational community when considering issues of the development of science and education;
• ensuring interaction of the Council for Science and Education with young scientists and teachers, as well as public associations and organizations of young scientists, teachers, specialists and students;
• preparation of proposals to the Council for Science and Education on current issues of state scientific and technical policy, state policy in the field of education, including those related to the problems of young scientists and specialists in the field of science and education, as well as issues of reproduction of scientific and pedagogical personnel.

A decree on the Presidential Council for Science and Education was signed

The president Vladimir Putin signed Decree “On the Council under the President of the Russian Federation for Science and Education”

“In order to promote the development of science and education in the Russian Federation, as well as improve government controlled in this area, I decide: to transform the Council under the President of the Russian Federation on Science, Technology and Education into the Council under the President of the Russian Federation on Science and Education,” says the Decree published on the website of the President of the Russian Federation.

The Presidium of the Council included, in particular, the Assistant to the President (Chairman of the Presidium of the Council) Andrey Fursenko, Academician-Secretary of the Department of Nanotechnologies and Information Technologies of the Russian Academy of Sciences Evgeny Velikhov, Director of the National Research Center “Kurchatov Institute” Mikhail Kovalchuk, Rector of St. Petersburg State University Nikolay Kropachev, President of the Russian Academy of Sciences Yuri Osipov, Rector of Moscow State University Victor Sadovnichy and others.

The head of state signed the decree “On the Council under the President of the Russian Federation for Science and Education” yesterday, July 30, 2012. As part of the reformed Council (previously called the Council on Science, Technology and Education), the Far Eastern region is a priority, as senior government officials never tire of repeating, represented by a single person - the director of the Institute of Marine Biology named after A.V. 1. Transform the Council under the President of the Russian Federation on Science, Technology and Education into the Council under the President of the Russian Federation on Science and Education.
2. Approve the attached:

a) Regulations on the Council under the President of the Russian Federation for Science and Education;

b) the composition of the Council under the President of the Russian Federation for Science and Education;

c) the composition of the presidium of the Council under the President of the Russian Federation for Science and Education.
